Embodied carbon is set at specification and no retrofit gets it back. This covers residential, multifamily, mixed-use and commercial new-build.
The Developer
What happens after completion changes the math. If the project sells, the case is grants, differentiation and what a buyer will pay for lower operating costs. If it's held, the case is the operating cost itself, the financing, and the requirements that arrive over the hold. Step Code and the Zero Carbon Step Code set the floor either way, and the incentive programs move on their own schedule.
